How do you explain fenerbahçe's remaining unpunished in spite of tens of suspicious matches of 2010/11 season, 4 of which were irrevocably found corrupted by CAS?

In its defence before CAS, fenerbahçe said
"We committed match-fixing, but were already punished by being banned from Europe", not "We didn't commit match-fixing", (Görsel)
Do UEFA norms tolerate a team that was granted cup instead of penalty for the league, whose course was interfered by fixing matches?
Or do your rules on paper exist just as fairy tales for clubs that do not have political support and monetary power?

ARTICE 3 – (1) TFF’s duties are as follows:
c) To provide proper application of the rules issued by authorized bodies of FIFA and UEFA, to prepare national directives...
e) To observe the principles of fidelity, integrity and sportsmanship in compliance with fair play rules.
f) Provide its members, clubs, players, referees, managers, coaches and trainers, medical personnel, player agents and competition organisers and all others those who concern to comply with the statutes, directives and regulations issued by FIFA, UEFA and TFF and obey the decisions made by their respective authorised boards.
How is TFF empowered to deny punishment of match-fixing approved by UEFA and CAS while its founding statute is as above?
